Everybody associated with the FMCSA Clearinghouse has a role to play. Drivers often believe the Substance Abuse Professional (SAP) has more database access than they actually do. The Clearinghouse is a digital database, not a physical building. Access is strictly limited to the employer, the C/TPA, the MRO, the driver, and the SAP.

Navigating the Clearinghouse Steps with an SAP
The Clearinghouse process involves 6 distinct steps for drivers. Your SAP helps you navigate 4 of those steps to make you eligible for step 5, which is the return-to-duty (RTD) test. SAPs charge a fee for the services leading up to checkmark number four.
- Step 1: Designation. First, choose a SAP and designate them in the Clearinghouse. The SAP may ask you for a screenshot of your violation detail page because they lack direct access to view it without your help.
- Step 2: The SAP Evaluation. Next, sign your SAP agreement and schedule your initial evaluation—either in person or remotely. During this session, the SAP asks about your drug and alcohol history to determine the right education or treatment level.
- Step 3: Completing Requirements. The SAP assigns your required program. Do not find a treatment facility first; let the SAP guide you. While you complete this work, the SAP records checkmarks 2 and 3. This phase takes anywhere from a day to several weeks.
- Step 4: The Follow-Up Evaluation. After finishing your assigned program, you meet with the SAP a second time to discuss your takeaways. If satisfied, the SAP grants checkmark number 4, unlocking your eligibility for the RTD test.
Moving Forward to Return-to-Duty
The RTD test can be handled by your employer or a Consortium/Third-Party Administrator (C/TPA). While SAPs cannot send you for the test directly, some hold separate C/TPA credentials to help with step 5. Remember: they act as your SAP up to step 4, and only as a C/TPA for step 5. During your follow-up meeting, the SAP provides reports you can hand to or email your employer as proof of completion. Congratulations! You have successfully completed the SAP portion of the DOT return-to-duty process and can return to work or seek employment.
This workflow applies similarly to non-DOT employees, except that DOT violations are officially logged in the Clearinghouse.
